Project Description
The Kamwenge-Fort Portal (KFP) Road (66 km) is part of the Transport Sector Development Project (TSDP), which is a Government of Uganda (GoU) project that was previously financed by the International Development Association (IDA)/World Bank.
The TSDP was approved by the World Bank Board on December 10, 2009 and became effective on July 15, 2010. On October 22, 2015, the Bank suspended the financing for the Project due to the Borrower’s non-compliance with its obligations to carry out the Project in conformity with appropriate environmental and social safeguard standards and practices. On December 21, 2015, the Bank cancelled the funding of the Project due to the Contractor’s failure to remedy instances of non-compliance and the slow pace at which UNRA was addressing the identified social risks. The project is currently being funded by the GoU after the withdrawal of funding by the World Bank.
The World Bank (Washington) commissioned Panafcon Ltd (Kenya) on 17 August 2017 to carry out a RAP Audit to comply with the internal requirement. This RAP audit exercise focused on the RAP preparation process and implementation arrangements from which lessons could be learned and applied when designing new projects.
The audit findings and recommendations would also inform corrective measures where necessary in ongoing RAP implementation processes under other road construction projects. The RAP audit was done by holding meetings with WB Uganda Country Office and UNRA, reviewing project documents, holding key informant interviews and carrying out a PAP sample survey through the administration of questionnaires.
